My Club Committee has recently introduced a Levy which is intended to persuade members to eat and drink in the Club house. It is compulsory and will be credited to members' club cards. The Secretary says it is approved under a Club Rule headed "Entrance Fees, Subscriptions and Locker Rents" but there is no mention of "Levy" in any of the sub-sections of that rule. Another Club Rule states "The rules of the Club may be added to only by resolution passed at an Annual General Meeting" and in a further sub-section "The Committee shall have the sole right to interpret these Rules".
As I see it the fact that "Levy" does not appear anywhere means that it is not in a Rule that can be interpreted by the Committee and, therefore the Levy should have been a matter for an AGM.
Does anyone have experience of such matters? I should welcome any advice on the rights and wrongs of this.

Well, Newbies' coming to our golf training center in "TheGolfersWebsite" asked for is there any hidden fees during the course? So It's good to make them clear about the new rule so that if you introduce any new rule members will co-operate you.
