No he is not, but........
That handicap is only valid at YOUR HOME course, so no one will have an iffy handicap on TSG!!

I don't understand the handicapping system, but my first club issued me a 40hcp in June. I'm now a 28.2

Lets say I have a h/c of 40 at my club, what do I play off if I go to another course??

In your case Roger, just stick to your 15  , but seriously, you can only play off the maximum for gents/ladies if 28/36 or as stipulated in any comp you are playing.
