 Not being a member anywhere I find it very difficult to find places where I can practive my short game and putting. Does anybody know of a club in herts that would allow non members to use their prectice facilities. Happy to pay a fee if required.

 Cheshunt has a good practice putting area, the driving range has short and mid distance targets, there is a short game practice area too.

Panshanger has a fair short game practice area, putting isn't quite as good.  

There are quite a number of other hearts based facilities, depends on where you are based.
