 Get a 2nd or even a 3rd opinion.
Age ?  That is discrimination.....
Good luck & keep us informed.

It is unusual for someone in your age range to be refused treatment.  Most torn tendons could be reattached and with suitable rehab you could make a slow return to a golf course within 3 to 4 months.  You didn't say whether it is leading or trailing arm.

Modified swing can be used.

Where there is a desire to play, there is always a way.

Don't give up yet.  Do seek another opinion though, you should not be refused treatment at your age range.  However routine procedures are not really happening within the NHS during the pressures of pandemic.
