Nat coach was telling me that in America in compactions are much fairer for junior golfers they have about 4 or 5 different tees for the children to go from, so a child who is over 5ft tall and is a 15 or under handy cap goes from a different tee. Children over here in most compactions have to go from the white even if they are very small if they don’t then don’t get a handy cap it makes a big difference. I feel until they are bigger they should be able to ho from the lady’s tees, all the ladies I have seen playing golf are much taller then my son yet get to go from much farther back than him. Just wondered what other peoples views are on this. Most American children have an advantage over are juniors they get a lot more help with there golf if they are talented.

I think you're confusing several arguments here.  At most clubs in the UK the forward tees are for Ladies & Juniors and the white tees are competition tees leaving the 'general' mens tee as the yellow (although some clubs let members and members guest play from the white tees at any time if they wish).

So, if a junior is just starting out he would play from the 'junior' or 'forward' tee. As he progresses and achieves a handicap he would move to play from the mens (yellow) tee. Here is where the handicap system comes into play. If a junior is just getting going his handicap will reflect that and he will be given shots over his competitors (other juniors or older men). Then as he progresses his handicap will come down (but it will be based on play from the 'mens' tee - what else could his handicap be based on !).
