I'm looking at new drivers and was wondering what the highest loft for a driver is, and i'm i right in thinking the higher the loft the more forgiving it is and the more flight you will get?

Think you will find the highest loft is around 14'.

As for the higher loft making the club more forgiving and more flight the answer is No to both.  you want a club designed to be forgiving which will benifit your swing.

you may already have a high ball flight in which case a slightly lower loft on the driver may help you, likewise your swing speed, you will benefit from the correct shaft, this will also assist with forgivness and ball flight.

a proper fitting session will help your game a lot more then randomly trying out various drivers and "finding" one you like.
