I Dont believe there is any ruling on Winte Mats. They are generally used to protect the course over the winter. Especially on Par 3 holes where most low handicappers take a divot.

Mats CAN be kinda tough to hit off of ... but I just pretend I'm at the driving range! It beats trying to tee off from a slippery, muddy tee box.

If it was a social game then I'd have no problem with you, or even myself at times, taking a shot from the grass by the mats. Now if you was playing in a competition then that would be a different matter, because you would have to play from between the tee markers. Whenever I have been playing from a mat the tee markers are always put at the very edge of the mat, therefore making it impossible to take your shot from anywhere other than off the mat. Russ
