Thought you should all be aware of a couple of rule changes which make sense, especially the first one when playing on a windy day!
Ball Moving After Address (Rule 18-2b). A new exception is added which exonerates the player from penalty if their ball moves after it has been addressed when it is known or virtually certain that they did not cause the ball to move. For example, if it is a gust of wind that moves the ball after it has been addressed, there is no penalty and the ball is played from its new position.
· Ball in Hazard; Prohibited Actions (Rule 13-4). Exception 2 to this Rule is amended to permit a player to smooth sand or soil in a hazard at any time, including before playing from that hazard, provided it is for the sole purpose of caring for the course and Rule 13-2 (improving lie, area of intended stance or swing or line of play) is not breached.

I can understand the reasoning and need for the first rule.
The second I am not to sure about could someone explain it in leymans term,I dont fully understand it

The relevance of the change to rule 13.4 is that if, when playing from a hazard, you fail to get the ball out, you are now permitted to smooth the sand or soil BEFORE playing a second shot from that same hazard.
Previously, raking before playing was not allowed, as it could be considered 'testing the surface', but given that you can dig your feet in before making a first stroke, it was felt there's really no advantage to be gained.
There are times when the player (or caddie) is really just trying to save time by raking the bunker, so as long as the lie of the ball or line of play are not improved - it's now acceptable from January 1, 2012.
Rule 18.2b was explained in the January TSG Newsletter!

If you are a member of a Golf club you will be able to get a copy from the Pro shop,these are printed free by the R/A to distribute to all courses in the U.K.
Your golf club should have stock of them by now,and supply you with a copy.

Dont buy one Richard, these are available at most golf clubs and are free, even for non members!
